Informal Bids
Informal bids are for projects that cost less than $220,000, but more than $75,000.
Use SUESD's form to solicit at least three written informal bids.
SUESD maintains a database of contractors to be contacted for informal bid opportunities.
Contractors who would like to be placed on our list are required to complete and submit the informal bidding questionnaire.
Formal Bids
Formal bids are for construction projects greater than $220,000.

Correct and valid contractors' licenses for general contractors and subcontractors

Correct and complete submission of identification and listing of general contractors and subcontractor's form.

Wage Rates
All Contractors must:

Pay the prevailing wage (see wage rates)

Submit certified payroll records (see Public Works Payroll Reporting form.)

Keep documentation of fringe benefit payments

Maintain a daily sign-in sheet with the names and trades of employees.

Post the prevailing wage rates at the job site.

Employ registered apprentices.
California Uniform Public Construction Cost Accounting Act (CUPCCAA)
Notice: Inviting Interested Contractors for the 2025 Informal Bid List
The Soquel Union Elementary School District adopted the California Uniform Public Construction Cost Accounting Act CUPCCAA), and invites all interested licensed contractors to submit their company for inclusion on the Soquel Union Elementary School District Informal Bidding Contractors List for all trades for the calendar year 2025, pursuant to Public Contract Codes 22032 and 22034 – CUPCCAA. (Companies must resubmit each year).
Contractors must submit a vendor application to be included on the bid list, even if your company has submitted an application in prior years. All trade categories for any Public Works Project that is estimated to be below $220,000.00 (increase limit as of January 1, 2025, AB 2192) are subject to the Informal Bidding Procedures set forth by the State of California Uniform Construction Cost Accounting Commission. All licensed contractors are subject to verification through the California State License Board.
Please be advised, this does not automatically guarantee you will be informed of, or included in all RFQ, RFP, or Bid Requests. Notices will be sent out for the category of work being bid. Soquel Union Elementary School District may also announce project opportunities in designated newspapers and trade journals.
Pursuant to SB 854, no contractor or subcontractor may be listed on a bid for a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations (DIR) per California Labor Code Section 1725.5. Check out the State of California Department of Industrial Relations's Public Works website for more information.
Companies wishing to be placed on the Soquel Union Elementary School District Informal Bidding Contractors List will need to complete the Contractor Registration Application.
